I hope you don't mind if I add a qualifier to your last statement.
If conditions are right for the rose you have taken cuttings from to grow own root and that particular cultivar has enough vigor to grow own own root, your statement is true. It depends on the rose.
It's impossible to make blanket statements about roses. I often quote Ralph Moore, a man who knew more about roses than almost anyone I've ever known who said, "As soon as you think you know everything about roses, along comes a rose to prove you wrong."
I think he was right.
