It might be that if it is a Heteropanax specie then germination "might" not be the same. Some species seeds have very poor germination rates, others are good. It might only flower once every few years.
I would think the flowers come from the top of the stem as some in this family do.
I've been looking for Heteropanax in Asia as that seems to be where it originates but so far not much luck.
