I've noticed that when I plant a single fan it can be years before I see a bloom, if ever. Not sure why but I have little to no luck with single fans. I gave several cultivars to a neighbor but kept 1 fan in case they died the first year. Despite being almost totally neglected hers have taken off like rockets. I still have the same single fans and they haven't bloomed except for one. That one is now 2 fans but it took 2 years. Maybe they miss their clump mates? Rolling on the floor laughing
