I think it's been pretty dry in Chicago the past two months (http://www.wolframalpha.com/in...: precipitation rate is shown near the bottom), so that could explain part of the leaves' unhappiness. The sidewalk cutouts are dry enough with sufficient rainfall, but far worse in dry conditions.
