I agree that it is Poison Ivy and the younger plants can easily be pulled after a good rain (or you can water the area). The method that @purpleinopp suggests is about the safest. Can you get your friends and neighbors to save all their bread bags for you? Those are a good size for the job. Also, if you can cover your arms/sleeves with plastic held in place with duct tape that may offer some protection for your skin as you pull the vines.
