How much do you have? If it's just a few plants, pouring boiling water where they emerge from the soil should kill them. If you have a more significant infestation, that may not be practical.

Very small sprouts can be pulled easily. I put several plastic bags over my hand, pull sprout, then pull bag over the plant with my other hand, tie shut, run inside in a panic to wash even though I know I didn't touch it.
The golden rule: Do to others only that which you would have done to you.

I haven't had a very good look but I back onto some dense forest so there may be a lot, I was hoping I could pull what I saw that one was just coming through the fence. I have a young son don't want him to come into contact with it.

That photo of PI made me cringe. I live in a similar situation - woods and wetlands beyond the property and I have a PI forest back there. I always wear heavy gloves when gardening and never go barefoot since PI seedlings can grow in lawns, most getting cut off by the mower. Tiffany has a good suggestion with the plastic bags. If you can pull the plants after it rains, they do come up easier. Even if you kill the plant with boiling water, all parts of the plant can give you that rash.

Good points, Cindy. Dead PI can cause a rash just like live PI. Touching the fence where it was can cause a rash until the weather wears the urishiol oil off of the fence.

Be very careful with poison ivy. I used to be able to mow it with a lawnmower with no ill effects. My body apparently built up an extreme dislike for the stuff, so now if I touch it in any way, I'm on steroids for a couple weeks. It's the only thing on my property that I use Round up on. I figure the toxins are less harmful used minimally on the plant than putting poison in my body to treat the reaction. In our area for the past several years, we are seeing a huge increase in the amount of poison ivy for some reason.

NEVER burn poison ivy, the inhaled smoke can cause serious lung reaction. This is important even if the person burning it is not allergic because it can infect other people for a good distance. (neighbors)
All parts of it contains the oil, including the roots. It should be wrapped in a sack and thrown away.

Any clothing, gloves, tools, PETS or shoes ect that come into contact w the oil will cause an outbreak if touched later. This oil can stay on items for a very long time.
It is a MYTH that washing/showering after contact will prevent a breakout. This usually only spreads it worse to other parts of your body (I know this from experience unfortunately)
If the rash is bad enough, you can see a dr, a regular primary care is fine, and they will prescribe some steroid pills, you just take them for like 5 days or so.They are very inexpensive/generic, and you will notice a huge difference in the itching by the next day.

I agree that it is Poison Ivy and the younger plants can easily be pulled after a good rain (or you can water the area). The method that @purpleinopp suggests is about the safest. Can you get your friends and neighbors to save all their bread bags for you? Those are a good size for the job. Also, if you can cover your arms/sleeves with plastic held in place with duct tape that may offer some protection for your skin as you pull the vines.
