It looks like it to me, it's a much neater flower than 'Kwanso'. I don't have 'Flore Pleno' but from pictures in AHS publications etc. I would say yours looks more like 'Flore Pleno'. They do get mixed up a lot. Both are pod sterile triploids as you probably know.
