Yes, it is Pink Dawn viburnum. For some reason the "Pink" part has been dropped in the name.
The secret is to grow it in the Pacific Northwest where it gets neither exceedingly cold nor exceedingly hot (like your 110 deg.).
It does look somewhat unsightly in the summer but not what I would call ratty. We don't get strong winds in the summer so that helps.
If we get a hard freeze (these usually don't last long) the blooms are damaged but seem to kick back in with new ones.
And if nothing else it provides a place for the birds to park or hide from the occasional hawk that might visit.
