There is a registration process available with the PSA. You can also submit a name (I think the PSA asks for a primary and a secondary choice) and if accepted, that name will be reserved for you for (5 yrs. - I think). Thus you can actually name a new seedling but not have it registered. Hetty knows all about the naming and registration process.
