Spittle bugs were my first thought as well. If there aren't a lot of them, you can get rid of them with a Q-tip dipped in alcohol. Once you get rid of the foam with the alcohol soaked Q-tip, you'll see a small green critter that you can sort of roll onto the Q-tip and then dip it into the alcohol to rinse it off. Then on to the next one!
