I was under the impression that early injury usually induced by mechanical or natural factors to the growing point initiated the fasciation presentation, gone the next year. I've only personally have seem a Dame's Rocket wildflower to do. That was last spring - a very top heavy bloom grouping on a thin long flat stem.
At the the St Louis Lily show, their last display 'education' table was of a fasciated lily.

Nothing that's been done can ever be changed.
