Yes, that looks like bud building to me. It looks like the plant is finished blooming except for the last large bud and often a smaller one. Then when the large bud blooms, the smaller bud gets larger and a new small bud is created. This process continues on for some time. The only drawback is it never creates an huge display of blooms at one time. But it does add color to the garden for a long time.
