Just moist vermiculite. I fill a cell almost to the top with moist vermiculite, lay the seeds on top, covered with a thin layer of vermiculite that I then moistened with a spray bottle. I made sure it didn't dry out, that's it. All the Hibiscus used to create "Hardy Hibiscus" are swamp/marsh plants so I keep all my potted ones sitting in a tray of water.
