Yes, 250 bulbs of M. armeniacum is $22.50 (11.2 cents per bulb, size 9/10). It's the cheapest variety and also a proven multiplier.
The value pack box is 30 packs of 50 bulbs (total of 1500, size 8/9) for $122.50. That's 8.2 cents per bulb. But I think it's more than you want, although actually planting 3 or 4 small bulbs for every bigger bulb (like your 500 tulips), or even on top of every bigger bulb, works out pretty well.
