No, there is a hotspot for Pokemon, they randomly appear more often if you use a Pokemon lure. Lures can be placed at historical landmarks or parks.

If children are out alone where are the parents? If they are young teens they should know not to go up to strangers alone or go in groups. This is stuff everyone should know regardless of a game...
