Yes that is a genetic mutation, other blooms should be one color. Could be called "chimera".

Are you able to save seed and send to the US? I grow hibiscus from seed and would love to grow some from this special bloom! ❤️ It will eventually develop a seed pod.

Please post more photos if you see more bicolor blooms!
