In the US, Photinias grow where the winters are mild and the new leaves are brilliant red. You'll know soon enough if it is a Photinia when the new growth starts. As to the viburnum leaves, there are quite a few different V. tinus and the leaves vary.
The shrub in your photo is very attractive. I would want to ID it also. Perhaps you can take the photo or a snip of the plant to your local agricultural extension office or even a local nursery for assistance.
