The pretty dark red plants in front of the wall might be large bromeliads, but when I blew the photo up as big as I could, they were too blurry to tell for sure.

The shorter ones might also be broms, but again not enough detail to tell. I'd be hesitant to plant a whole bed in bromeliads in full sun, as the picture shows. Just my personal preference, and experience with the plants shows they do better in some shade.
