I think actually you are asking about foliage height compared to scape height. I don't know of any way to search for foliage height. Registered scape height is easy to find, in the databases and in most descriptions given for the plant. The problem is that the registered scape height varies a lot from garden to garden, so my recommendation is that when you are shopping for a plant, to post here and ask if the plant has a tendency to bloom low in the foliage. Also some years daylilies just seem to have taller or shorter scapes than other years, so some of the plants you have with the blooms down in the foliage this year may not be that way next year. I am not sure the cause of this behavior is predictable.
