'Blue Moon Rising' is a semi-evergreen diploid introduced in 1991 by Salter-E.H.. Jeff and Elizabeth Salter hybridize at Rollingwood Garden in Gainesville, Florida.

Blue Moon Rising is a small bloom size cultivar that is a mid-season bloomer with possible rebloom. It is listed as showing rust resistance rating of 1.3. It has earned the following AHS awards: Honorable Mention: 1997 and JC: 1992. It is pod and pollen fertile with 14 registered children currently:
