Buckthorn (Rhamnus carthartica). An invasive small tree/shrub from Europe. It's "all over" because it is not native and there are no checks and balances in the American natural environment. There are male trees and female trees. Try to remove all the female trees with berries first, so you can curb the spread (at least a little).
