On my Android phone I have to scroll horizontally to the far right, tap the envelope icon. That takes me to Your Mail where I select Access your full Tree-Mail inbox or Compose new mail. If I select Access it takes me to my inbox and on the right of that the Tree-Mail list are options to compose a new mail, and the folders including drafts, plus manage folders.
I do need to scroll horizontally to the right quite a way to get to the options though.
Edited to add I just checked and the above is when I select show desktop site. When I go back to mobile I have the same issue you're both mentioning, Jeanie and James.
