I thought of Thimbleberry but it didn't seem right. Oh, I know. It looks as though there is one stem that branches. Thimbleberry has underground rhizomes with canes coming off them. From the photos, I can't tell whether the leaves are opposite or alternate but I also can't think of any other plants (other than Thimbleberry and Douglas Maple) with that fuzzy leaf shape.
