I can't recall where I saw your question about bulb trading.
There is a forum called "Plant and Seed Trading" you should look at- people suggest swaps and giveaways there, just like you are interested in doing. I think a one-on-one swap of bulbs is totally "doable". I myself have received bulbs when I swapped seeds, we just added them in if they fit the box/bag.
