My area is sub-tropical....Sunset zone 23, so I don't worry about cold or frost. There may occasionally be frost around, even down the road from me, but our property has rarely seen frost..Sagittata is very drought tolerant.
Salvia patens does not do well here for me, too dry and gets too hot. There's zone 9 and then there's zone 9. Sunset zones are more accurate for all of our various microclimates in California.
