I know this is a few years later...but on another forum someone identified a similarly-looking plant as the non-native Moth mullein. Perhaps this is the plant you found? It has larger leaves. BUT the flowers do look more like the colors of our native Lysimachia punctata, which is much better for many native bees. Perhaps it is a hybrid of the two?
