I live in Vermont and have two healthy plumerias grown from cuttings. One is 3-4 years old and is 30" high with only leaves on the top. The other is 2 yrs, only has leaves at the end and seems healthy. Last summer I put them outside in full sun. Within a day, the leaves started looking "burned" as no chlorophyll. I can't believe VT sun is too strong considering how weak it is compared to tropics. Could I have left them in a southern exposure? Was something else going on? I've yet to see a bloom. I use a plumeria fertilizer.
