You can use a fork and break up the soil around your plant. It's caused by over watering, but when you dry it out you will be left with a hard crust on top that prevents the water to steep in.

The best solution and always works, is transplant the plants into a bigger pot (a little deeper to cover the algae). Problem solved and don't over water
