Is it a slow grower from seed? My guess is yes but that's a guess. In my zone would in be better grown inside under lights?

I'd rather wintersow anything than grow it under lights, but I do grow a few things under lights. If sown outside in milk jugs in spring, I'm sure it would grow, but I won't be happy with it if it's not visible in pots until July.
