SIGNA provides some explanation.
"A cross pioneered by Sam Norris of Owensboro, Kentucky, the Candy Lily is a hybrid of Iris dichotoma (syn. Pardanthopsis dichotoma) and Belamcanda chinensis." "Hybrid of Iris dichotoma and Iris domestica- see entry for Pardancanda for previous nomenclature." "Hybrid cross, not a natural species."

Based on the above I propose changing the names of the Pardancanda to Iris x norrisii or x Iris norrisii, syn. X Pardancanda norrisii.
