The need for phytosanitary certificates restricts us from trading across the border.
I participate in local swaps and the NARGS swap. The NARGS people take care of the phytosanitary certificates for their swaps.
I think some other gardening and horticultural groups do something similar.
That said---I would encourage you to get people swapping seeds.
This is the only way that some of the old heirloom varieties will continue to exist.
