Yes, its a Dog Tail Cactus

Dog-Tail Cactus (Deamia testudo)

It is an epiphytic cactus so, no, it doesn't need a larger pot and probably never will. They live in hot steamy jungles and climb around in the trees. To be successful at growing Dog Tail Cactus, full sun in the house, dappled sun outside and heat and humidity. The soil must be fast draining so the roots dry quickly but, it likes a little more water than most cactus do.
