Mr. Lincoln is one of the smelliest roses out there IMO. I can sniff it a mile away. I don't fertilize that often and I am one of those evil MiracleGro people. I water only if it's too hot and we haven't had any rain in over a week. But one thing I *HAVE* noticed is that scent is stronger when it's cooler. In the heat, it kind of just .. fades? I see that you're in the Virgin Islands. Maybe it's too hot / humid there for them? I haven't a clue! Zuzu/Calif-Sue can help better that way.. they're in zone 9 which is way closer to your temps than my freezing zone 5 (which, btw, right now it's about 51degs F, but we're hunkering for almost a foot of snow tomorrow night/Fri morning).
