I have never had much luck with plumeria. They never bloom for me. I got one from the last Coop, and am going to try one more time. If this one doesn't bloom, I give up on plumeria! I do have friends here that grow them, and I do everything they say, but...yeah, no, my luck with plumeria's has been horrible. I mean, they do well leaf wise...they grow, they look healthy....but nary a single bloom has ever sprouted from my plumeria's. I then get pissed and give them away at garden swaps.
