This doesn't look as though it's blooming but it does seem to want more light. If this is growing INSIDE THE HOUSE that is why it's unhappy. Semps are not house plants. If it is inside gradually adjust it to outdoors.

I would try cutting off some of the bottom leaves that are inverted and then replant the semp with a new soil level.
