Blooming of sempervivum does not happen with back curling leaves, the leaves point upwards like normally even if it get taller and taller as it blooms.
It is still etiolated when the leaves back curl and it get higher and higher. I have seen that before actually back in the years, they will get longer and longer, even crawl like that. Usually it happens when there is still a direct light source for only very little time to give some color to the plant, like 1 hour of sun before sunset for example, while est of the day is only indirect low light.
