Could it be for growing bulbs. The glass bottom would hold the bulb up out of the water and the hole in the bottom would allow water for the bulb. Just guessing like everyone else. I really don't get the concept of a candle holder. Why have the hole in the bottom that is plugged up when you sit it on the base?
