No, that's actually salvia coccinea, Lady in Red is the variety. It's an annual here, though I suppose in your zone it would be a perennial. I bought the original plant some 22 years ago, and it reseeds itself every year. It's such a good butterfly plant that I've given away hundreds of seedlings to friends over the years.
There's some speculation as to whether it's come true from the seed; I say it looks exactly the same as the original plant I bought.
FBTS has several of the annual red salvias.
