I agree with Tiffany that your Balfour Aralia (Polyscias scutellaria 'Fabian') has some type of pest infestation. My first thought was Whiteflies but if whiteflies are present, you would notice a little cloud of them rising when the leaves are disturbed.

You didn't show a photo of the entire plant and it's larger and taller pot but repotting can cause undue stress to an already stressed plant and different issues may arise do to the repotting process.
