Blue poppies want well drained acid soil, cool weather. Hence, they do well in the PNW, and I had an online friend in Newfoundland who also grew some beautiful ones. She's grown them for years.

These growing conditions don't exactly describe my alkaline clay soil, hot humid summers, so I've never tried them.
