Some 30-something peony species may be herbaceous or woody peonies (also called tree peonies). Herbaceous peonies are perennial plants whose leaves die during the cold winter months, as most of the peonies live in temperate climate zones. Woody peonies are bushes whose trunks and branches servive winters.

Rock peonies are peonies suitable for planting in rock gardens. Thus, we can plant both herbaceous and woody peonies in our rock gardens, assuming that the peonies are of the right size for the rock garden and that they like the soil/gravel in the rock garden.
For example, you could look at some pictures of tree peonies growing in the wild (in China). You could see that some of them are growing practically from the rocks:

As Tracey suggested, it is important to figure out which peonies to plant in rock gardens. After all, you don't have to plant them in a rock garden, as most of them will be happy in any garden bed with the soil that is neutral or mildy alkaline. Most herbacious peonies need lots of sun and light. Woody peonies, in general, do not need that much sun to bloom. And, of course, there are always exceptions, such as woodland (herbacious) peonies form Japan that prefers shade:
