Your description sounds like mint (or sage) leafhoppers. The leaf marks are from their chewing/sucking behavior. Aside from the unsightly marks, they can also spread plant diseases. They move fast and control can be difficult. Here is a good, comprehensive article about leafhoppers generally and control options. This particular leafhopper specifically attacks mints and related plants like catnip, lavender, sage and oregano.
