I imagine it would depend on your location. Up here in Ohio, I have heard no fertilizer after beginning of August. I think compost is fine anytime. I sometimes put some alfalpha pellets on in September. They break down pretty quick. I don't put them in the soil in fall, as I have heard the pellets decomposing heats the soil, delaying freezing.
