I'm seeing a resemblance to Hibiscus but without flowers anything is a guess. A perennial will probably flower in the second year given the size of the plant. Look at the leaves on Hibiscus rosa-sinensis Psyche ..

It wouldn't be the first time seed was mixed up, or a stray seed got into another. If you know who the seed came from you could ask if they had any Hibiscus seed, or if they recognise the plant.
