I am not sure where you live, but the very hot summer here seemed to keep the fruit from setting, and when it cooled down some, it did set fruit, but many of them didn't have enought time to grow to maturity. Sometimes if you feed too much nitrogen you get all foliage , and not much fruit.
Politicians are like diapers, they need to be changed often, and for the same reason.
