wow! you got a freeze in San Diego! That's unusual. I would wait until I was sure it wouldn't happen again and then cut them down and try not to let them get too much water while it is cold. I cut them down to a foot tall almost every year and they come back thicker and with more blooms so the pruning won't hurt them. I don't know about the frost though.
