First thing I thought of when I saw the rock borders around in front of your walls is you could grow xeric plants (low water usage). Agastaches, Salvias, Penstemons, for starters. Leave the rocks on top and/or work some in with some all purpose sand (Lowe's has bags of it inside the store around the masonry isle).
