From what I understand the issue is whether it is registered. According to wikipedia the chemical is considered a pesticide by the EPA and each product containing it must be registered. So I assume that "Dip'n Grow" is registered. That begs the question of how ST can be sold in most other states. The only answer I can figure out (but don't know if it is true) is that NAA is registered with the EPA but individual states may also require registration of the product containing it.
