Hm, it's got new growth going there, so it's not dying.

I'd just cut it off clean, above the shrunken section, let it scab over, then root it normally either in water or moist rooting medium.

To be honest, I'd call the plastic bag experiment a failure at this point. Probably kept that section of the stem too damp.
