No they can't, they are for zone 9 and up. I have a potted one (not the exact cultivar) on my front porch, up against the house so I never bring it in. It's currently blooming. I don't fertilize but know it would benefit from a general bloom fertilizer. I used to have this plant in a short morning sun location and it did fine.
